Our Programs
The goal of Wolankeyotikon (well-being) programming is to help families on their journey of healing by strengthening Neqotkuk wasisok naka neqtakutomuhticik wolankeyotikon (children and families' well-being) through connection to their identities, Wolastoqey latuwewakon (language), culture, and community. Our Wolastoqey worldview of culture, language, values, and beliefs are embedded in all programming areas and are woven throughout areas of self, family, and community.
Referral Process
- Any community member/parent/guardian can make a self-referral for programs and services they want to access.
- Any community member, department, school, or service provider with a concern about the well-being of a child or community member.
- Any department, service provider, and/or school wanting to make a referral for a program or service on behalf of a child or community member.
Depending on the nature of the referral, a Social Worker, Service Provider, and/or Program Manager/Facilitator will follow up.
Continuous Intake Programs include Headstart and Weckuwaponihkuk.
Cohort-Based Programs require a minimum of five (5) referrals to launch a new cohort. Program facilitators will contact participants with details once coordinated.
There are two types of external referral forms:
(1) in the event a person first-hand witnesses any type of harm or risk to a child/community member
Any community member, department, service provider, or school with a concern about the well-being of a child or community member completes the External Referral Form and submits one of the following ways:
(a) Email referrals@tobiquecfsa.com,
(b) Call the Main Office during regular business hours: Monday to Thursday, 8:30am to 4:30pm at (506) 273-5405,
(c) Visit the Main Office and ask to speak with a Social Worker
Outside of regular business hours, weekends, and holidays: please contact After Hours Emergency Social Services (AHESS) at 1-800-429-9799
(2) self-referral from a community member or referral from a department/service provider/school for a service and/or program offered by TCFSA Inc.
Any community member wanting to make a self-referral, and/or external department/service/school wanting to make a referral on behalf of themselves or a service user to one of our programs/services submits the External Programs & Services Referral Form in one of the following ways:

Choose Your Program
In partnership with the New Brunswick Mental Health Association, this is a 12-week program that provides support, tools, and education for those living with depression and/or anxiety within the community.
This program will help participants to develop coping strategies to build resiliency, enhance communication skills, and improve overall quality of life.
In partnership with the New Brunswick Mental Health Association, D2R is an 8-week educational program for individuals living with addiction, unhealthy behaviours, or families affected by addiction.
This program will provide information and resources to assist individuals in staying focused on recovery.
Headstart is a licensed facility offering culturally grounded teachings and guidance in children’s mental, physical, spiritual, and emotional growth.
Referrals are made through a social worker, and programming includes school year sessions from September to June, and summer sessions in July and August.
Headstart’s home-based programming offers personalized support for families through home visits by our Early Childhood Educators.
We work closely with parents and caregivers to address developmental concerns, share activities, and provide guidance, creating a consistent and positive approach to your child’s growth.
In partnership with Danielle Sappier, Love With Boundaries is a 13-week journey designed to support families who are walking alongside loved ones struggling with substance use. This program provides a safe, compassionate space for families to learn, heal, and develop healthy boundaries while maintaining love and connection.
The Mixed Martial Arts (MMA) program is offered weekly to provide children and youth with a structured and supportive environment to build confidence, discipline, and physical fitness. This program emphasizes emotional regulation, focus, and respect, and teaches youth to channel their energy in a positive and controlled way.
This culturally grounded parenting program uses the life cycle of an Acorn to Oak Tree as a framework for growth.
Through Acorn Lessons, families begin to plant seeds of cultural identity and ancestral knowledge. Roots of Tradition Lessons deepen this foundation with traditional parenting teachings. Developing Tree Lessons focus on building life skills, stability, and healthy relationships. Finally, Mighty Oak Lessons strengthen cultural pride, resilience, and leadership in parenting.
Our Wolastoqey language revitalization program, Neqotkuk N’tetli Mikwi Tahasoltipen, supports the integration of Wolastoqey latuwewakon (language) into our programs and services. This support provides guidance on incorporating language in meaningful and respectful ways, ensuring that children, families, and staff have opportunities to learn and use Wolastoqey in daily interactions.
The Neqotkuk Recreation Program offers a fun, welcoming space for children, youth, and families to stay active and connect through sports and community play.
Focused on teamwork, confidence, and healthy competition, this program provides a safe, inclusive, and engaging opportunity for fitness and social connection.
Piluwi-Pomawsu (Changing Ways) is a 20-week program that provides a culturally grounded, safe space for addressing intimate partner violence, offering circles for survivors and those working toward change.
Through guided exercises, ceremony, and strength-based facilitation, participants build healing, accountability, and healthier relationship patterns.
The Pomawsowakonenibis (Tree of Life) program is an 8-week program that supports individuals in developing effective stress management strategies, fostering resilience, and reconnecting with themselves and others in a healthy and meaningful way.
Participants will gain necessary tools to navigate emotional distress, communicate effectively, and cultivate balance in daily life.
Target Group: ages 16 & up
Sakolikapuwicik (Standing Strong Ones) is a 10-week program designed to empower youth by helping them regulate their emotions, build resilience, and develop a strong sense of identity.
This program will guide youth through self-discovery and emotional regulation techniques, fostering a deep connection to their roots, values, and inner strength.
Target Group: ages 12–16
Sporting Dreams helps to cover registration costs for sports, so that every Neqotkuk youth can get involved in sports, regardless of their financial situation. This enables the youth of the community to engage in positive hobbies, fostering personal development and building strong relationships.
Taking Care of Our Children is a 12-week program designed to support Neqotkuk parents and caregivers in learning both contemporary and traditional parenting approaches that nurture strong, resilient families.
This program helps restore cultural parenting practices while providing practical tools to address modern parenting challenges.
This 8-week program creates a safe and inclusive space for youth to explore identity, gender, and sexuality while building understanding and acceptance of themselves and others.
This program helps to increase awareness of gender identity and sexual orientation, and explores the meaning and role of Two-Spirit identities in Indigenous culture.
Weckuwaponihkuk, in partnership with Wolastoq Education Inc., combines academic support with mentoring, life skills, and animal-assisted learning.
Children and youth build confidence, responsibility, and empathy through after-school programs, camps, and one-on-one guidance while receiving tailored tutoring to support their success.
